I have my own iPhone 4 with some ringtones I've created in Garageband. I now also have a work iPhone 4 and wondered how to get those onto my work phone as well.

You need to sync your work iPhone with the same iTunes library where these ringtones are available.
There is no device limit for the number of devices that can be synced with the same iTunes library on the same computer.
If you sync your work iPhone with iTunes on a computer at work, in regards to iTunes content an iPhone can be synced with an iTunes library on a single computer only and photos can be transferred from a single computer only. When transferring iTunes content and photos from another computer, all iTunes content and photos transferred from a different computer will be erased from the iPhone first.
If you are already transferring iTunes content from a single iTunes library to both iPhone, select Sync Ringtones under the Ringtones tab for your work iPhone sync preferences with iTunes. Select the ringtones you want transferred followed by a sync.
