How do I resize a still image (PNG) file in iMovie09?

I want to insert a still image, (in this case a PNG file with a transparent background), so that it 'floats' on a section of the movie. What I have tried so far is dragging the PNG file on to the movie and selecting 'picture in picture'. My question is, why can I not change the size of the crop window around the still image?

OK, I need to clarify something: when I click on the blue tab in the bottom left of the clip to bring up the 'Clip Adjustments' 'Video Adjustments' and 'Cropping/Ken Burns/Rotation' menu I try selecting either 'Fit' which places the image in the middle of the video frame but with a black background, or I click on 'Crop', but the Crop frame only goes to a certain maximum size, cutting off the top and bottom of the PNG but with the background transparent.
Is it possible to place the entire PNG in the middle of the video frame with the transparent background preserved?
