Like absolutely every program able to mix text and pictures, Pages may print CD labels.

But I guess that your true question is : does the app offers a template to build CD labels ?

The app doesn't offer such template but everybody may download such one from Avery Web site.
I wish to add that everybody may build such a template in a few seconds.

Insert one circular shape and set its diameter to 12.0 cm
Insert one circular shape and set its diameter to 1.5 cm
Superpose them and align them upon center

This is an exact template for CD labels.

I responded to the question asked in the body of your message which is different from the one asked in the title but, if askers where consistent, life would be too simple.

I've used both the Avery & Neato templates in Pages (use the Word versions), but find it difficult to line everything up correctly. Most packages of labels come with a template. The best solution I've found is to scan the template to a PDF & import the PDF into a Pages page layout document. I then place the shapes as Yvan described in the correct positions, lock the shapes & delete the PDF image. As long as I continue to use the same brand of labels, I've not had a problem.

Surely just realigning the Word template is the more direct route.

If you need a pdf select the objects from the Word template and give them a light stroke of say 0.5pt black and print those to pdf or copy the CD sets to Preview and bring them back as pdfs.

Obviously you want to have imageboxes with bleeds to cover the CD with your artwork. If the Word template does not offer these, make your own in Pages and use the Pages align features to centre them over the CD trim lines.

If you are not satisfied with any of these options, get out your ruler and make a few measurements directly from the cut marks on the label sheets themselves. The shapes and positioning are fairly basic. If your printer has a feed bias, use plain sheets as tests, then simply group your layout in Pages and move them to match the printer's shift.
