It's the Home button you double tap, not the Home screen. When you do, a panel opens at the bottom with the controls you're looking for

If you double tap the Home button, a panel opens at bottom that lists all open apps, plus the brightness/iPod controls.

You navigate the panel by swiping in either direction. The controls are at the left hand end (always).

If you tap and hold an app icon, a red "close" badge appears against all the app icons. Tapping the badge closes the app. Tap Home once to exit the close process, and again to get rid of the panel.

I have the same problem as jerseygoil and I ponder whether we are stlll discussing the problem on the iPad Wi-Fi +3G & not a Laptop or iphone which was affected by the upgrade. When I double tap the home button on my iPad all I see is a grey screen beneath which I can see a vague outline of usual icons.
I note that that the problem is classified as answered.
It is a huge disappointment for me because I cannot read any books in bed because the orientation cannot be locked to conform with a normal reading posture.
Please HELP !!

Problem solved !! I looked & read yet again the solution obtained by double tapping the home button but what I saw this time was a band of active icons beneath the greyed out screen then I was able to slide this along to reveal the lock button.
It is very cold in Cumbria I can now look forward to read in the comfort of a warm bed with the blanket pulled over my head safe in the knowledge when I fall asleep my beloved iPad will keep my place in the book.
Many thanks to previous posts which I should have read more carefully.
