I have this problem too. It looks like for me that this problem occurs when you switch between app stores of different countries. First I was on app store of country 'A' and downloaded few apps. Then I switched to country 'B' when I moved there and I can't rate or review apps purchased when I was on country 'A'. I get the same error message. I do receive the updates of those apps.
Also, another issue is that the apps I had purchased when I was on country 'A' never show up in the purchased list of country 'B' even though I delete and re-install them. I was able to download the free and paid apps again (without having to pay for them once again on country 'B' store) but still they never show up in the purchased list. I bought a new iPhone and had set it up from scratch (with B app store). But still I don't see my apps I purchased on 'A' on this phone's purchased list.
Yes, it really frustrating to not have the choice of reviewing and rating the apps. Apple should listen to its users and rectify this problem.
