Making folders

Every time I try to drag an icon on top os another to make a folder, it just exchanges positions. What am I doing wrong?

Ipad, iOS 4

I assume that you've upgraded to 4.2 as it's not available with previous versions ? For me I then just drag an app on top of the one that I want to create a folder with (or on top of the folder that I want to add it to).
