Select Apps to appear in 'Open In'

It appears that iPad limits only 10 apps to appear in the 'Open In' menus (e.g., the menu in the mail client). Is there any way of selecting which apps will appear here? E.g., I used to be able to see GoodReader as one of the options, but now it is gone and cannot find a way of getting it back in that menu.

iPad 3G 64G, iOS 4

I now have ios9. My Open In options are now reduced to 3. I am trying to open a Note in Dropbox but that option does not appear.

How do I add options, please?

I dont see that. When I tap the up arrow (share?), I see only Message or Mail. If I tap More, there are no more. I cannot swipe left.

How can I add to the list, please?

Can you restart the iPad (hold the Home and Sleep buttons until the Apple logo appears) and see if that helps.
