Hi, I was facing same problem for two days but it can be solved only with Apple support. My account was disabled because I changed time zone! I could use everything else but to use App Store. So the only solution is for support to verify your account. When I asked them will this be happening every time I travel to different zone answer was no and that this happened randomly.

Hope this helps someone in future as I vasted too much time!

If you dispute an iTunes purchase with your credit card your account will be disabled, thus resulting in the following:

1. All devices using that Apple ID will not allow updates.

2. Apple TV will not play any paid purchases, rendering your Apple TV useless.

3. Any paid Apps will cease to function properly as updates will not be applied.

4. iCloud will not renew and you will loose all your data.

5. Signing out of your old Apple ID, setting up a new Apple ID, will not resolve the problem. Your iOS tags each purchase with the original Apple ID and will prevent updates to both your iOS and Apps.

Disabled Apple IDs will virtually disable your iPhone, Mac and Apple TV.
