Neither of those links answers the question....

Those are both for people who are having issues installing Win 7 but the OP was asking about CCC not working, which implies (in my humble opinion) that he/she has already installed windows and is now having troubles with ATI's control panel (Catalyst).

I'm having issues getting my 5750 to update its drivers properly in windows, I currently have version 10.12 and when I try installing 11.1, meant to fix some issues that I'm having in a particular video game, the installer does its thing, says it was successful but I'll still be at 10.12 lol... After reading the OP's post I'm now wondering is Catalyst itself is the issue. If anyone out there who is GPU savvy has any ideas that are on-topic I would LOVE you for it!! Cheers!

I can confirm the same issue over here.

I am running Windows 7 Ultimate on iMac 27". I am having underscan with my Samsung 1080p TV. This problem does not occur in Mac OSX.

I figure configuring my ATI Radeon HD 4670 via Catalyst Control Center will solve the problem. However, CCC is impossible to install. I tried removing the current working driver and reinstalling the latest but nothing. CCC doesn't appear after installation.

Suggestions welcomed!
