Well, the problem is you would then see thousands of posts in these forums "Why won't Apple let me turn my phone off without entering my passcode?"
And opportunists won't think to turn it off, either.
The purpose of Find my iPhone is to FIND the iPhone, not find the thief.
will apple charge me the full price for a new iPhone or just the contract price?

That depends on whether you are elligible for the subsidized price from the carrier or not.
Having a device lost/stolen does not make you elligible for full subsidized pricing.
I recently had someone steal my iPhone as well, but I have my iPhone box with my IMEI number and my Serial number, is there a way of tracking who replaces the sim card if you give these numbers to the police? Please help!
Yes and no, If you give the IMEI number to the police, and they care, they can notify carriers to watch for it, but they probably won't. The police have better things to do than track one of tens of thousands of stolen cell phones. Also, the pattern seems to be that stolen phones end up in other countries, where your local police have no authority. And finally, if you jailbreak an iPhone you can fake its IMEI.
So if you have an inexperienced thief and especially cooperative police you might be able to recover it.
Could I lock it then?
Could you lock what? If the phone wasn't locked before it was stolen it is too late now.
Got my iPhone stolen and the person turned it off in minutes. In this case, neither my service provide nor Apple can help me to track it anyway. I think having a passcode for power off would be one solution to prevent this happening again. Yes, there are people crying for no passcode power off, but any convenient feature comes with a tradeoff, in this case, I see passcode power off much more desirable than instant power off. Plus, how often you use power off anyway?
I'm sorry about your loss, but turning it off isn't the only way to defeat Find my iPhone. There's also removing the SIM card, wrapping it in aluminum foil, dropping it into a foil-lined shoplifiting bag, or getting on the subway in NYC or any other city with an underground. As well as restoring it with iTunes. And you may be better off not being able to confront the thief. There have been cases of people being murdered doing so.
Thanks for replying - if possible, you would try to involve the police into the action.
With all the options defeating Find My iPhone, wouldn't it be some track if one restores iPhone with iTunes, the series number is registered to another Apple ID, so in theory, the new Apply ID would not be entitled to have that device.
Would Apple have services such as report a lost/stolen device? I think that service was available before but can't find the page now. The posting by Kappy may be of interest to those who look for answers on this topic.

What To Do If Your iDevice or Computer Is Lost Or Stolen
If your Mac, iPhone, iPod, iPod Touch, or iPad is lost or stolen what do you do? There are things you should do in advance - before you lose it or it's stolen - and some things to do after the fact. Here are some suggestions:
It pays to be proactive by following the advice on using Find My Phone before you lose your device:
Like any manufacturer, Apple can NOTHING at all; not a thing.
Kinda agree that nobody can do anything for a stolen iPhone.
I have chosen not to buy from individuals who can not provide original receipt - no receipt no deal. Maybe we should all do this.
Oh well, as a closure, I have got an iPhone from my service provider dealer with decent discount - but still, ouch!!! The end.
I have find my phone on it. So what are the steps I need to take to locate it?
Why would we have to activate the app for it to help me find my phone. We can't keep it activated 24-7. The phone is lost, so how do I find it with the app?
I don't understand what you are asking. If you had enabled "Find my iPhone" in settings on your phone then you can track it by logging in to iCloud.com with your Apple ID and clicking on "Find my iPhone". There is no app involved.
