Upgrade from Tiger to Lion?
I'm still using Tiger. Will I be able to upgrade directly to Lion when it is released or should I go through Leopard or Snow Leopard first?

If you don't want to/can't do that *points to post above* then yes, you need to buy Snow Leopard (10.6) first and update it to the newest version...you can however skip Leopard (10.5) so you can directly upgrade to Snow Leopard and then upgrade to Lion.
Also, get a mate of yours to burn the DMG in the Lion install download. If you don't want to go through the External HD route.
I'd choose the Flashdrive/External HD route if it were me though being that, they're faster to read off of than a disc.
How-To-Buy also specifies "Or you can order the OS X Lion USB Thumb Drive from the Apple Online Store".
