I found the answer on another thread and it worked for me. I kept copying the Xcode and iOS SDK.mpkg to the applications folder. When I ran it directly from the opened .dmg file it installed sucessfully. Good Luck!
You have copied the package to a "Packages" folder in /Applications.
And how can solve it?
Don't do that.
Run the installer from the DMG file where it lives.
This worked perfectly for me, the progress bar immediately started moving... thanks for the tip!

My solution:
sudo mkdir /private/tmp
It seemed that I didn't have this folder, so Xcode couldn't put it's files in it.
I, too, was having a problem installing the Xcode 4 after I had successfully downloaded the application from the AppStore. To have successfully completed the installation, I had to logout as "System Administrator" and login as another admin that owns the AppStore_login_id and re-install Xcode from Launchpad. It worked for me, I hope it would work for you.
Note: I downloaded Xcode from the AppStore as "System Administrator" and failed to install Xcode as "System Administrator". Maybe someone can explain the misconnects between the AppStore and the install process.

I saw somewhere that having iTunes running causes the Xcode install from the App Store to pause.
Should finished the Xcode install in about 5 seconds.
