is iPad 2 locked ?

Can someone please tell me if iPad 2 is locked ? I stay in Qatar, but can order online from the US / UK stores. Please tell me if it is locked ... i have read on numerous other posts that it is unlocked. in that case, does it have to be activated in the US before i can take it outside ? If not then what's the point of saying ATT / VERIZON rather than simply saying GSM and CDMA versions ?

If possible to activate and use outside the US, then i would rather order online right away. (i hate waiting

Because to most people, GSM/CDMA means nothing.
You cannot order from the US online Apple store to ship overseas.

At this point, you can't - Apple is only shipping to countries where the iPad2 is available in stores. Your only option is to get someone in another country to buy it for you... this Friday it is due to be released in a number of countries, including many in Europe: http://www.apple.com/pr/library/2011/03/22ipad.html.
