My iPhone's cell data is shut off (I'm out of the country and it wouldn't work anyway) and there is no WIFI hooked up or even on. So no data going to phone at all. BUT somehow my maps work. It shows every single street I go down with the little blue dot. Tell me how?

GPS access alone does not include maps data. As with any other GPS receiver, if you don't have maps data indicating your location all you have is a little blue dot.
correct ... but if you preload the maps via wifi before your bike ride through the streets of Rome .... its a pretty useful tool without any internet or cell access.
