What is causing this error in OSX?
"postfix/postqueue[16513]: warning: Mail system is down -- accessing queue directly"

PB 1.5/iMac G5 2GHz, Mac OS X (10.4.3)

It's not an error, it's a warning. See the manpage for postqueue. Type this in the Terminal app and hit the return key:

man postqueue

and read the details.

But why is the OS trying to send mail at all? Who/what is it sending it to?

I don't know what's triggering it, but you can basically ignore it. If you deem it a problem, report it to Apple.
