Go to:
Settings
General
USE SIDE LOCK TO: here tick Mute (mine was set to lock rotation)
Worked for me.
I had the same problem since a few days ago. I am using iOS 5.1.1 on iPad 1 and Jason's solution did solve it.
Formerly, everything used to work well on the locked rotation setup. As here suggested, I changed the side switch to mute on settings and toggled the side button (meaning, the one near the volume button) and it started working again,but strangely the iPad continued in locked rotation, even the icon displayed on the status bar. As the settings were then on mute for the side switch I toggled the (physical) side switch again and the locked rotation disappeared from the status bar and the display was rotating again (working as expected - on mute).
For a test, I changed the side switch to lock rotation again on settings and everything got back to normal, working as it was supposed to.

Does anyone know how this works in iOS 8.3? The rotation lock is now in the pull-up Control Center screen. I have tried repeatedly various combinations of setting and resetting the Rotation Lock and the side switch, all with no effect. All the system sounds work, but none of the apps do.

try to access control panel and then you will see the "bell" icon try to disable it Then try your apps
you might accidentaly enable the mute button/bell icon

Hello I can't get sound on some of my apps and my software is up to date what seems to be the problem??
You've checked to see if you have notification sounds muted i.e. (depending upon the iPad model and your settings) via the side switch next to the volume switches or Control Centre ?
No sound on apps?
