When you first turn on the device, you will get a message telling you to connect it to your computer. After it is connected, you will answer some basic registration questions and set up your iTunes account. Thereafter, you will sync your device via the computer. I understand that the device can also be activated at an Apple Store.
i have the same issues.
I get the connect to itunes display
then nothing.
Getting very frustrated now.
the PC, running itunes 10.2.2 has been restarted
the ipad has been disconnected and reconnected
connect your ipad 2 in your computer with a download itunes. then follow the instruction. enjoy!

There are no instructions to follow
if thats the case go to apple store they will assist you there..

I re-installed itunes onto another computer (XP)
and it worked first time.
The first computer I tried was a Windows7 64
anyhow all is well now , thanks for your replies
Just to share my experience. If your ipad is 3G model, pls remove the sim card before you connect to iTunes to activate.

I did not have to remove the SIM card to activate my iPad.

Update your iTunes to the current release (10.3.1), reboot and try again
With this post Apple now owes me a new iPad4. This laptop runs WIN7/64. After all I wasted hours of precious business time + 30 minutes on musical hold, and another 30 minutes getting the wrong solution - within an hour or so I found it. The solution is obvious in retrospect. Simply click the Start button, select Devices and Printers, Right click on iPad and select "Troubleshoot". Win's troubleshooter detects the driver problem and a click to fix it is all it takes. The icon in the D&P window is now named Apple Mobile Device USB Driver, of course. I checked and tried other ways to update driver earlier before abandoning the effort. The troubleshooter makes this fix Very "easy to use". And in my case, the attached iPad2 16gb wifi came to life almost immediately. 75 minute s/w upgrade, but... It Lives!
I wonder why it isn't documented, known at tech support terminals, or even discussed by Apple employees in this forum? You can consider this my bill.

I'm sure that if you had clearly posted your problem, you would have gotten help and most likely a solution relatively quickly.

No one has to remove their SIM card to activate an iPad. Just plug it in with iTunes running an follow the instructions. It's really very simple.
