I don't use Cox, but if you are able to create folders within the original mail program, it should. So far it works with yahoo, my business mail web site hosted through Blue Host as well as my original sbcglobal/AT&T mail provider.
Just try it if you're able to create the files. When you link the mail accounts within your apple iPad and/or iPhone, the files will automatically show up. They are a layer behind where you normally receive emails, unlike usual protocol where the files are lower in the flow chart. After the mail is received.
There is a way round this.
Save what you want to retrieve into Drafts, so you can retrieve it later.
I have to say, that's the lamest answer I have ever heard. All other POP3 clients that I have used support creating folders for local storage.
If you don't use Gmail, set up an account. Set up whatever folders you want. Gmail calls them labels. You can move messages from your pop3 account to the Gmail folder you've set up. Hope it works for you.
