Has anyone seen a download of Boot Camp 3.0? Not 2.2 or 3.1 just 3.0.

It is not downloadable, it's on your disc (and if you lost your disc you'll need to buy another)

You can not upgrade to Lion from Leopard (10.5), you must buy and install Snow Leopard (10.6) first

Perhaps your best solution would be to get a cheap PC.
Then you can go to the PC/Windows forums and complain about Apple to welcome ears.
