iTunes will not recognise my CD/DVD drive but other windows programs does

I'm having the same problem but none of the fixes I've read seem to work. The only way I can get the cd to be recognised is by quitting itunes and opening as administartor. I have uninstalled the Gear drivers and updated with 4.020.5, updated the CD drivers from the Dell website and even tried to go back to iTunes v10.7.
