I have a new IPhone 4, I cannot connect with other bluetooth devices - any help??

What, exactly, are you trying to pair your phone with? These are the only supported bluetooth profiles:
To my old blackberry to get my photos, do you perhaps have another idea to get my photos to my iphone?
You can't pair your iPhone with your Blackberry, so you can quit trying. Why not email the photos on your Blackberry to yourself or import them to your computer.
Copy your photos from your BB to your computer and sync the photos to your iphone using iTunes. Photos can only be synced to the phone via iTunes. See http://support.apple.com/kb/HT4236
