I configurated mi ipad in spanish and I can't write a semi-colon, because instead of a semi-colon, it writes our letter ñ. How can I write a semi-colon?

Try choosing another keyboard layout (for example: English) which does include the ";". Whenever you need it just do a quick switch to the other keyboard then back again to 'español'. Go to Settings > General > Keyboard > International Keyboards > [choose]
Which layout do you use, AZERTY or QWERTY?
In QWERTY: touch and hold the comma, the semi-colon is in the middle.
In AZERTY: tap the ".?123" key, the semi-colon is the 4th character of the 2nd row.
I know a provisional solution can be changing my keyboard from spanish to englis, but this is not workable at all.
Do I have to do the same process each time I need to write a semi comma?...

En la teclada español tapar sobre el botón por exclamación y tener asta un opción aparece. El opción al medio se presente ";".

When you touch and hold the comma, three optional characters pop up. The semi-colon is in the middle.
excuse me, but when I touch and hold the comma, it doesn't appear the three charaters pop up. It just starts to write a lot of commas continuously.
That sounds like a software update is required. That is unusual behavior from the keyboard. Did you try the alternate (International) keyboard approach to see if that would work until you get the iOS update sorted out? When you add different keyboard configurations there appears a globe icon to the left of the space bar. As you touch that icon it will switch to the alternate(s) keyboard(s) and show the language designation, so a switch back and forth is not all that difficult other than an extra couple of taps.

Are you using a hardware keyboard? If so, the semicolon is probably at Shift + comma.
I am using the ipad keyboard. And this solution (Shift + comma) doesn't work.

If you hit the "123" key, do you see the semicolon key then?

I'm using an iPad 2 running iOS 4.3.2.
Use Settings > General > Keyboard > International Keyboards > Add New Keyboard > Spanish.
Touch Spanish > QWERTY-Spanish (Software Keyboard Layout) > Spanish (Hardware Keyboard Layout).
Are you still with me?
Go to your application where you want to use the new keyboard and select the keyboard "Español" by touching and holding the key with the globe on it.
Now, touch and hold the comma.
What do you see?
