Where do I find FaceTime on the iPhone4 if the icon is not there?

Try a Spotlight search.
Facetime is banned in the UAE. It does not exist on your phone and you can not add it. If you don't like it, complain to the government there.
If you have FT on your iPhone, you won't 'lose' it when you travel to a ME country that has FT blocked, thus foreigners/travellers won't need to "re-sync" to get FT back. iOS devices purchased there have FT blocked... it doesn't affect iOS devices not purchased there.
Correction. the Iphone 4 does come with Face Time.
he didn't say the iPhone 4 doesn't come with FaceTime - he said there is no icon for it. Which is true.

If you don't see the FT icon in the country yhat support FT, tap on "Setting"----.scroll till you fine FT..if you don't find it---> tap on "Mail, Contact....." or tap on "Phone"....go on tapping on items that related to Videocalling.

Just for the record, are you sure there is Face Time on you iPhone 4? Have you tried using Voice Controle? Download the App Voice Control and install it. To use Voice Control: Press and hold the home-button until the Voice Controlscreen appears and you hear a beep.
Use the following commands to make calls.
Call someone in contacts Say: - call- or -dial- then say the name of the person
Make a Face Time call to someone in contacts (iPhone4)
Say - FaceTime- then say the name of the person.
If the person has a FaceTime it will works, and hope the icon will stay on the screen.

Where did you purchase your iPhone? iPhones sold in some ME countries have FT permanently disabled, i.e. no FT option.
My iPhone 4 was indeed purchased in a ME country (Kuwait I beleive) but no matter what I do here in USA I cannot get FaceTime installed.
I recently made a mistake and updates to OS 6, it wiped out my whole phone and reinstalled the OS so I lost all my videos and installed programs etc. Only thing is that my photos did not get deleted but since I live here in USA and reinstalled a fresh OS on this phone I dont understand why FaceTime still is not there?
I tried to install the 3rd party Face Time and it cannot see it at all it only shows me the FaceNow app. which is useless since I dont have a facetime to have a Favorite contact (to put it in its list)~!
I did install the 3rd party software on this phone b4 but now after OS 6 I cant even find it any more?
can some one help please.

PS this phone is unlocked and I can use it with any SIM card (comes in handy overseas) but I am on AT&T service here in Texas.(Apple said it was ATT's problem but ATT told me it was Apple's fault heh so I dont know?)

becasue as has been explained over and over here, facetime is PERMANENTLY disbaled on iphones purchased in many kiddle eastern countries.
You cannot get facetime on your iphone.
I had this problem and what I did was go to settings then go down to general then to restrictions and then turn on FaceTime. The FaceTime option then showed in the settings menu
This is the funniest thread on the whole forum. It's been stated here by four level 6 members, one level 7 member, and one level 9 member: facetime does not and can not exist on phones bought in certain middle eastern countries. Is that not clear?

No. Facetime can never be added to an iPhone that came from a country where it is banned.
