I put the new Green Hornet movie on the iPad 2 and I get an error message that says movie won't play.

Yes it will, ipad supports up to 720p movies which is what itunes hd movies are. If you were using apples vga adapter to display the movie from your ipad to your tv you may get a copy protect message and it won't play the video but it should play on the ipad itself without issue unless it did not completely download.
It would help if you gave a little more info about your movie. Did you rent it or buy it on itunes? if not what format and resolution is the video?
iPad 2's don't play 1080p with Apples built in video app but if you have an app like Goodreader it will play 1080p video or stream 1080p to your ipad from your mac with airvideo, it highly depends on what codec the video is, if it doesn't play try converting it to an apple friendly format

Thanks for the feedback. I don't know what happened, it wouldn't play at first. I checked the format of the video and it fit within the parameters of what you wrote. I tried playing it again and it did work. Thanks for your help. I now have a some answers that I can use to troubleshoot if this happens again.
BTW - I bought the video on iTunes yesterday. It is H.264 video dimensions 1280x532
Yes, not sure about 1080p but 1080i movies it does play.
