I cannot install itunes 10.67 with my operating system 10.4.1. Therefore, I cannot use it with my new iphone 4. Do I need to upgrade my OS or is there a way to set itunes to work with the new phone still using the 10.4.1 operating system.

You can absolutely purchase the $29 version of Snow Leopard and upgrade straight to 10.6 from 10.4.11. If you need to upgrade iWorks, then the box set would make more sense, but the plain $29 version will work also.
You need to purchase Mac OS X 10.5.(Leopard) or 10.6(Snow Leopard). I suggest 10.6, which costs $29(US).
