You don't have to. All your user accounts should have access to programs and files in applications and utilities folders. If a user cannot execute Safari from the Application folder, then it is likely a permissions error.
Click your account name top right corner of the screen then select another user account. Enter the password.
You'll see the Safari icon in the Dock (by default) and the Safari app in the Applications folder.
Safari is not in the dock of the other users or in the Applications folder (?).
