Maximum number of Paritions

I have a 4TB external array that I want to use for employee time machine backups. When I go to partition the drive it gives me a maximum of 16 partitions. Is it possible to split up into more than this? I find some places say partitions are unlimited in HFS+. What is the correct answer. Thanks
