You can't. It doesn't exist.
You have 3 options.
1 bring your laptop with you too.
2 get an app through the app store that supports flash browsing as everyone above me has said.
3 (this might get me banned from the forums but) jailbreak your device. I haven't done this myself so you are on your own there but you seem quite adamant that you do not want to use an app. It comes down to this, if you want flash on your iPad and don't want an app to do it then your only option is to jailbreak it, or you could convince Steve Jobs and Scott Forestal to reverse their 4 year decision with a nice baked cheese cake. Maybe brownies.
As you said, bring laptop or get app from app store. There is no JB for iPad 2 yet. Even if there was I do not believe there is an app or tweak that will allow flash either.
The best bet to view flash video IMO is Skyfire. It works great for me. Maybe not 100% of the time on every website but pretty much on most for me. I use it a lot when I am in the car waiting on my wife. Either watch a video through Skyfire or on Hulu+.
For short trips, two weeks or less, I bring the iPad and iPhone. For long ones, say a few weeks, I bring the laptop too.
Carry your PC around if you don't like it..... I just find this incredibly funny as an answer. So in the last 30 min two for two shopping websites I've been to require flash. So my iPad goes into a bag and I start carrying around my laptop that I have never had any supportability problems with except it's bigger. And I hear so what Apple doesn't care? Pretty arrogant. Retail America doesn't appear to be on board.

Which will change very soon since Adobe has dropped all development for Flash for all mobile devices.
Having worked in IT a long time corporate America can't and doesn't have the budget to just redo their websites over night. It isn't going to be soon and not for this shopping season which is extremely important to trying to recover bottom line. Just being realistic. I'm putting my iPad down for the time being and getting my laptop back out. It hurts me having invested in iPad that it isn't the perfect tool made out to be.

Where did you read it was perfect?
Not (ever) having Flash on iOS does not seem to have bothered sales (250 million devices over the last +4 years).
Can this thread just die already? No flash. Move on.
