Why am I having a problem syncing my iPhone & iPad via Bluetooth?
Because syncing via Bluetooth is not a feature of iOS devices.
So, I have just spent over $ 700 dollars on something that I have to wire to my computer to transfer files etc from my iphone 4 to my new ipad2? Geez... I had such high hopes

You had completely unrealistic hopes.
Bluetooth is far too slow for anything more than the smallest of files.
Considering the fact that iPads and iPhones can store many gigabytes worth of data, you would be waiting weeks to sync your media.
USB is much, much faster. You can also transfer files via WiFi if the app you're using supports it. When iOS5 comes out later this year you'll also be able to sync via WiFi.
Bluetooth is just not designed for syncing huge amounts of audio and video data.
My android phone connects to my ipad 2 via bluetooth and lets me sync stuff with unrealistic speeds.
