IOS 4.3.3 does not have personal hotspot

it only show up if the ips support it

and possibly that you activated the service with the isp

If you have no data network provider this is why tethering is not working. Tethering will work after your data network is activated.

You can go to General > Settings > Reset > Reset Network Settings

Yes, if you are paying O2 for tethering when your data subscription is activated you will see the option appear.

P.S. The broadcast name of your hotspot will be whatever you named your iPhone so if you gave it your full name, or some nickname that you do not wish to be broadcast you will need to change the name of your iPhone.

To do this connect your iPhone to your computer, when iTunes opens highlight the name of your iPhone in the far left frame under the heading DEVICES, then type a new name.

That is correct, once your data connection is activated everything else will work.

I would suggest you post questions about syncing with Outlook as a new question, I don't use Windows machines anymore and know little about current versions of Outlook and not many people will see it here. Post a new one, make sure in your post you clearly state the version of Outlook you are using, any problems you are having, and full error messages, if you are seeing any.

Ok you just need to go to the setting -> general->network-> personal hotspot and make sure it is on

then go back to setting -> personal hotspot -> turn it on and choose a password so you can use it only

make sure u use wifi and USB only since the Bluetooth would take away alot of your battery.
