Can the apple store fix the recovery mode loop?

I have a iPhone 3GS stuck in a recovery mode loop, it is out of warranty. Can I take it to the apple store and pay to get it fixed?

Thanks, but can they actually fix it or will I waste my time going there. Plus how much will it be to get it fixed as I have no warranty.
They can Restore it on one of their machines which will fix it. You can also do it yourself by figuring out which USB device/network attached device is causing the USB conflict.
You won't waste your time going to an Apple store. If it's a software issue, they should be able to easily fix it. If a hardware problem, Apple does not fix iPhones, rather you'll be offered an out of warranty replacement, cost in the US is $199.
It is defiantly a software issue, do they just restore it in iTunes or do they do a full reset, as i'v restored it many times but it is still stuck.

Restore loops are almost always caused by USB chain conflicts/confusion with another device. Their machine won't have this issue so the Restore will work. The next time you try to Restore on your machine it will again go into the Restore loop.
What other USB devices are connected to the machine you are trying to Restore with and is it on a network?
I have my mouse and keyboard, and a USB to VGA adaptor for a 3rd screen. But my mate tried it on his computer as-well and it did not work either.
