He's no longer in the area where he stole it. If he really wants to help NOW, he needs to contact Apple. Every S/N is tied to the original buyer.
It can be but it won't be.
All of these ethical and moral suggestions are great but the only thing that makes sense is to contact the local police and ask if the theft has been reported. If it has been reported, then yes return the unit. If it has not been reported, well it's unfortunate but the original owner loses.

Apple will do nothing. They will not get involved in situations like this.
And why do you say that he "stole" it? Should he have left it wherever he found it?

I've recall a few cases where they have assisted local authorities in tracking down units. It can't hurt to try.

If he found an iPad, iPhone, laptop, wallet, car, whatever, and took it with him to another city, town, country...That's theft, regardless of how he found it.

They will assist local authorities when assistance is requested by local authorities. They will not assist "someone that found an iPad."
I don't know where he was when he found the iPad but, in the places with which I'm familiar, finding something is not "theft" and there is no legal obligation to take any specific followup action.
To be honest, I don't really care. We'll never know as fact. what the OP finally does.
Also note, if the original owner added data to their addressbook, or email program, or Apple Store preferences, on the iPad it likely includes at minimum their email address. Overseas the internet may not work, except at a WiFi location with free WiFi. If you can email them it is found, the owner could say where to send it to.
Call Apple and give them the Serial Number of the iPad. They can contact the owner and return it that way. They will probably send you a box with a pre paid return label to ship it in
Do the right thing.

Where I live (UK), finding something is not theft, but failing to take reasonable steps to restore it to its owner is. You're expected to take it to the police.

When a person finds an item, such an iPad , then they should take it to the police straight away.
But anyone bringing it home and intending to use it for personal use, then by law it is theft.
Wow this took guts to even post this! Really, though, if you found that at an airport, it should've been reported to airport security. Nobody "finds" an iPad. I'm not going to pretend to be your mother & tell you the right thing to do or anything like that, it's not my place. but really, nobody just leaves an iPad lying around. In the United States since 9/11 they tell you to report suspicious bags just lying around - don't know what European procedure is. But the bottom line is, you asked how to use the iPad you "found" - you don't, because it's not yours to use. But thank you for posting, though, because you've educated me on the importance of password protecting my portable devices!
