Looks like the iPad is not all that 'Internationally' minded. My wi-fi SSID is Cachaça and with the cedilla on the letter 'C' it won't see my access point and network.
If I change to a normal 'C' it will work.
Come on Apple .... all my Windows devices will deal with special characters in the SSID.

I think you have a legitimate complaint. Even if Apple's keyboard does not have the international characters, the iPad should at least be able to see an SSID that has them, and be allowed to join.
Most of the time Apple does not read these messages. This forum is primarily for us users. I suggest you file a report with Apple, <iPad>.
