keep gettting "We're sorry, we cannot complete your request on the iTunes Store at this time."

I keep getting this message when I try to buy or check anything on iTunes "We're sorry, we cannot complete your request on the iTunes Store at this time." I have checked for software updates, re-started the computer...at a loss.
