I am seeing that the "Other" items in the capacity bar of my iPhone (in iTunes) is taking up a bit of space. How do I know what the "Other" capacity consists of? I would like to free

"Other" is iOS, metadata, and app data. If it gets excessive (>1GB), there may be corrupted data on the phone which isn't recognized.
Sometimes this is iTunes metadata and can be fixed by downloading a new app. Otherwise, the only way to get rid of it is to restore the phone in iTunes, without using a backup
I am doing a restore and plan on doing a restore from previous back up. Is that not suggested?
You can try, but usually the "other" is stored in the backup and gets put back in the phone as is.
Yes, that will normally restore "other" to normal ranges, and is suggested to do first rather than restore as new.

No. Restore from backup first,
So restore from backup I did before doing the factory reset and then see what the "other" capacity shows as "taken"?
Restore from backup, follow this by syncing your content back to your phone. Look at other after doing so, if in the normal range, you're good to go.

If you are restoring from a backup done prior to the increase in "other", this will work. If you're creating and using a new backup, there's a chance the other will be restored.

I couldn't managed the my "Others" reduced (1,7GB) from my Iphone4 even I had upload backup and later update firmware..

If a restore from backup did not reduce other, your only choice is to restore as a new device. Follow this by syncing your iTunes content back to your phone.
