You can't connect the two except for one exception. If you have a very recent Touch with a camera, you might be able to connect the two using the Camera Connection Kit but only for the purposes of transferring photos. This works with the iPhone so I'm assuming it will also work for the Touch w/camera but have not verified it.
You say you're not trying to add music to the iPad. Then what are you trying to accomplish by connecting the two? If you give more details, perhaps someone can help you find an alternative.
You can also connect the 5th generation iPod Nano (which also has a camera) to the iPad using the Camera Connection Kit (CCK). This, of course, is only for transferring pictures taken on the Nano to the iPad.
