Your phone is normal. You inadvertantly enabled an Accessibility feature called "Voice Over" in your iPhones settings, or some mischievous person was having some fun with you and turned it on.
The feature can be found here: Settings ==> General ==> Accessibility ==> VoiceOver
This feature is to assist the visually impaired. It does the following:
VoiceOver speaks items on the screen. To select an item, touch it. To activate the selected item, Double-tap. To scroll, flick three fingers.
Since VoiceOver is active, you will need to do these actions to navigate to the setting so you can turn it off.
I am sure this was maddening while it enabled, especially when you didn't know what the heck was going on.

Press the Home button 3 times. Voice Over is turned off.
Thank you so much, my husband (his phone) was about to throw the phone out, it was driving him mad!!
Tapping the home button three times turns voice over off whereas the earlier instructions didn't get past the passcode.

Thank you so much for your clear directions! My daughters friend turned it on (sneaky prankster) and I thought she had somehow sent everything back to factory settings or beyond! Thanks to a quick web-search and your expertise, I was only going out of my mind for about 5 minutes 😉
