It is now hidden. In finder, just option-click on the Go menu and you'll see it. You can drag it to Favourites if you want to access it regularly.
You can access the user Library folder by holding the Option key and clicking on the "Go" menu.
It's installed as an invisible folder. If you wish to have it displayed do this:
Open the Terminal application in your Utilities and enter or paste the following at the prompt:
sudo chflags nohidden ~/Library
Press RETURN. Enter your admin password when prompted. It will not be echoed.
OK
Here is a problem:
Last login: Wed Jul 20 21:45:31 on console
login(5262,0x7fff755a5960) malloc: *** error for object 0x7fc1fd200980: pointer being freed was not allocated
*** set a breakpoint in malloc_error_break to debug
[Process completed]
my terminal willnot take an input
Now what?
Well done.
OK

I fixed the terminal error by repairing disk permissions...
Now I can see my users library, and I'm happy again.
Why would Apple choose to hide the Library in Lion?

Becasue it's not really a 'user' folder, unlike Videos, Pictures, Documents, etc. It's not a folder that the average user really needs to access, and a lot of those who do, mess things up.

Q. How many times have I fixed a problem by tossing out a preference folder?
A. A lot.
Yes, but you are obviously not 'an average user'. Most users are blissfully unaware that they have Preference folder far less know what to do with it!

I feel powerful today!
My Mother's family came to the States from St. Ives - my great grandfather worked in the gasworks there - now the site of the Tate. I visited the Tate - and looked down from a balcony, and I imagined that I could reach out to him as walked below me - about a hundred years ago ...
Thanks for the reply.
The Tate at St Ives is a great place to go for thinking!
Where is the "Go Menu" that's been referred to? Ooops - never mind - the menu at the top of the page 😉
In the Finder's menubar:
My problem starts when appears a duplicate "everyone" group with Custom privileges. I make me as disk owner giving Macintosh_HD deep read-write privileges for my user.
Then i'd got the same problem with my terminal:
"Last login: Wed Jul 20 21:45:31 on console login(5262,0x7fff755a5960)
malloc: *** error for object 0x7fc1fd200980: pointer being freed was not allocated
*** set a breakpoint in malloc_error_break to debug"
and finaly, i did like you, repair disk permissions. there was a lot of bugs in libraries folders.
Well, at that moment, all works fine. I hope, i can help someone in same problem.
