iPad bluetooth does not work with printers - it only is configured for keyboards, audio (headset/speakers), and tethering to an iPhone.

The only printers that you can print directly to are those that have Airprint enabled - at this point a narrow range of HP models. If your printer is not on that list, there are some work-arounds as well as printing apps that go through your computer to the printer.

This is SO lame. my 4 year old phone does this fine. My New Ipad cannot do this unless I jail break it. I can bluetooth files from my phone to my pc, from pc to my phone, from one persons phone to mine, but not to any of my apple products. The hardware is there since I can do it if i Jail break it, why cripple it. I had to return my Iphone 5 because It just had so many limitations that my 2 year old HTC droid doesn't. sad. I wanted the newest iphone but can't step back to be soarly limited and relying on ever piece of machine I use to have internet connectivity.

I'll believe your first guess - it is difficult but not impossible to finds files without basic file mgmt, but some apps can do it. There are plenty of ways loyal Ipod/iphone/ipad fans are cheating the itunes store. Nothing would stop them from dropping gigs of music in dropbox and sharing accounts. Restricting bluetooth more so just requires users to eat up more bandwidth and bring in $$$ to thier data providers and limits hardware for the end user. Apple really should consider catching up with thier software and less about selling content.
