how can I clear my $0.92 balance so that I can change my country ?

The only way to clear that balance is to contactiTunes Customer Service. They will zero it out, and then you will be able to change country.

Buy something that costs more than $.92. The balance will be applied to your credit card.

I usually send an email to macappstore_english_us_support@apple.com explaining that I need to reset my credit and they do their magic ^^

but i 'm not credit or debit card for US store; i use gift card always in this account and not less $0.99 product in the store. i cant spend my $0.12 or $0.92 or less than $0.99 balance ?!
