Yes, you can access it through Safari or download and use their app.

You can access Facebook via a browser or via one of the apps from the iTunes App Store. You won't be able to play flash games on the site as flash is not supported on the iPad (http://www.apple.com/hotnews/thoughts-on-flash/)
