The Apple OS is specifically designed to run on Apple hardware only. I'm guessing you have probably heard of people running the Mac OS on regular PCs. The only way to do this is by hacking the OS. Typically this will result in mediocre performance, potential stability issues, an inability to upgrade, and a host of other issues. Your system, quite frankly, would work much better with Windows 7 left on it. Of course you wouldn't get any support from Apple with any OS related issues either.

Well, the good news is that if you buy a Mac, you can use Apple's transfer utility (Migration Assistant) to transfer your Windows data to the Mac:

With OS X Lion, you can migrate all the information from your old PC to your new Mac. Lion automatically transfers your home directory folders (music, pictures, desktop, documents, and downloads), browser bookmarks, and user settings, including localization, locale, and customized desktop picture. Lion also transfers your contacts, calendars, and email accounts (Outlook and Windows Live Mail) and puts them in the appropriate applications.

Technically you can (but don't expect to get help on these forums), but you're not allowed to, because by doing so you would violate the Mac OS X license agreement.

Sell your existing laptop and buy an Apple laptop, where you can run Mac OS X and Windows 7 happily together.

Postings on modifying ("hacking") OS X are agains this sites terms of use (as well as the OS X End User Licensing Agreement). We will not be able to guide you through any such process here. You can sometimes find good deals on used MacBooks. Especially when newer models are released (which just happened recently). But I certainly understand being in a financial bind. You will not find the experience of using OS X on what is typically referred to as a "hackintosh" to be anything near what you would experience on actual Apple hardware.
