how do I empty the ipad trash and permanently delete a file?
I moved a file to the trash, now I cannot locate the trash. I'd like to permanently delete the file.

Which app are you using?
I just had this issue myself and the solution is hardly intuitive. Using the Camera app, I clicked the Albums icon at the bottom of the screen. There I found a deleted items album, where I could select the items and delete them AGAIN - this time permanently!
I agree with you there, you have to go through a 3 step process now.
I had the same problem. I filled up the capacity and couldn't take any more photos, so I deleted a bunch and then checked the manage storage setting. It told me I had 0 storage available, which I knew wasn't correct. So I turned the iPad off and on again, and voila... the storage came back, so the files finally got emptied in its memory.
