I'm working on short commercial for a TV station. Those commercial are delivered to the station in 1920 X 1080. Those commercials will be shown on both standard TV and a HD TV channels. Am I still safe with the Safe Title Area?

Yes. Stay within the SD safe title area and you should be OK.
