My nieces are spending the year in France. They just got new Ipods and want gift cards for their birthdays. I could buy them here in the US, but then they won't work in France. What do I do? To make things a little more complicated, they usually live in Toronto, so I'm pretty sure their account is a Canadian one.

If they have Canadian account, they cannot buy while they are in France anyway. You can only buy from the itunes store of the country of your residence and only while inside the borders of that country.

An itunes gift card is country specific so if you buy a card in the US, it will be only usable on the US itunes store.
So you need to check first in which country they have an itunes account as it will be linked to the card
