Those are the photos taken on either your iPhone or iPad2. Why would you have a need to delete it?
I do not use an iPhone (yeah i must be the only person). I have never taken a photo with my iPad. i transfer photos from my pc to my iPad via iTunes. All my photos are arranged in folders according to subject. But on the iPad i have a folder called Camera Roll with one photo in it. the photo is duplicated in another folder. So i do not see the need in having the Camera Roll folder in this case.

In my experience, the Camera Roll comes and goes as needed. If you ever need to take a screenshot of your iPad, the CR is where you will find it. Or as said, if you take a shot with either of the iPad's cameras. Or, if in the future you used the camera connection kit to transfer shots from a digital camera or SD card.
To remove the CR for now, delete the photo that is in it. Open the Photo app. Open the CR. Tap the Action icon on the far right (Arrow emerging from a box.) Tap the photo and choose Delete. Confirm delete. No more CR.
Dah-Veed is correct in how the Camera Roll works. I would add that if you choose to save a photo, from a website for example, the saved photo will be stored in the Camera Roll. Simply removing the photos from the Camera Roll (by deleting or importing into iPhoto, Aperture, etc.) will make the Camera Roll folder disappear.
