How do you do a FaceTime to Skype call? Do I have to download the skype app and if so do I have to pay their rates for the call?

Would like to video chat w my bf who has a Droid phone w skype on it. Also want to video chat with family in France. Not if I have to pay though. Read on the free skype app that the app is free but you pay their rates for calls so decided not to download that app.


Anyone who can tell me how to video chat while I am using FaceTime to a) cell phone who has skype and b) to someone who has given me their skype name?
