Create keyboard shortcut for duplicated action

Here a VERY EASY solution:

Because Duplicate exists twice inside Pages, it gets confused.

You just have to define it more clearer.

No need for scripting and stuff.

Got to:

System Preferences > Keyboard > Keybord Shortcuts > Application Shortcuts

and add for Pages the following: FIle>Duplicate [your shortcut]

That's it, it works,

yes you have:

with Application Shortcuts selected (like on your screenshot above), click on the "+" button, just bellow the right panel.

A menu will pop up where u can select applications etc...

Ah, gotcha. So your screenshot is showing shortcuts which you yourself have created.

We are all used to "save as" but another simple option is:

press enter on the file name (which will erase the original file name), then type in the new file name and drag and drop it into the folder where you want to file it.

Not quite understand your question. If you want to make shortcut or hotkey easily, you might try to use something like a shortcut control during your programing.
