Why doesn't the iPhone 4G toggle a side view when turned in either direction?
Does it have this feature? Or do I need to set it up somehow?

if you you go into multi tasking then you can go to the left and there is a screen lock and unlock it
There is a Portrait view lock, which locks it phone in portrait mode. Double click the home button to show the recently opened apps (incorrectly called "multitasking") and slide to the right to show the iPod controls and the Portrait lock (on left).
There is no lock for landscape view and the home screens never rotate (like the iPad).
FYI, there is no iPhone "4G" model. You mean iPhone 4, right? (Your Profile says "3G")
