For a PC try:
iPhone, iPad, or iPod touch: Device not recognized in iTunes for Windows
Mac:
iPhone, iPad, iPod touch: Device not recognized in iTunes for Mac OS X
What is the current conditions of the iPad? Does the screen show anything or what?
The very first thing that I would do is reboot your computer and then restart the iPad. Also make sure you are using the latest version of iTunes.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
If restarting doesn't do it then the best places to start for help if the device is not recognized in iTunes would be here.

OK - now here is a support site that deals with that issue and it contains links to more advanced help if you need it.

Did you restart your iPad since you restored? That might help. I explained that in my previous post.
Do you have an internet connection? If you do, are you signed in? If you don't, reset your internet by unplugging the router for 2 minutes. If that doesn't work, reinstall iTunes. But before you do that, see if you can connect to the app store under your account using a different computer. If you can on a different computer, your computer may need service or professional help.
If it's your iPad thats the problem, reset the internet settings on both the router and the iPad. If that doesn't work, your iPad may need service or professional help.
I can connect to the internet on my iPad, I can get email, I can connect my iPad to my computer but I can not up date the 29 apps that need updating. It keeps telling me when conneected to the computer all my apps are up to date. When trying to up date from my iPad (not hooked to my computer) I get the "Can Not connect to iTunes"😕
Kate
You didn't answer my last question so now I'm curious - did you restart the iPad yet?
If iTunes on your computer is telling you that all of the apps are up to date you must be getting the notiifications on the iPad with the number 29 in a red circle on the top right corner of the App Store app icon. Is that correct?
Yes I restarted my iPad twice and my computer too.
Yes the notification is on my iPad, and yes I have a little red circle with the number 29 inside of it.
Please help,
Kate
These are all suggestions from the support articles.
Make sure you are running the latest version of iTunes - update if needed.
Reboot your router - unplug it from the power source for about 30 seconds and then plug it back in.
Disable your firewall - if you are running Windows
I am running the latest version of iTunes. I disabled my Norton Firewall rebooted my router and still the same error messages.
I tried to do a transfer purchases and I got this message "Some of the purchased items on the iPad "Kate's iPad". including "ABC Player". could not be transfered to your iTunes library because you are not authorized for them on this computer. To Authorize this computer for items purchased from the Tunes Store choose Store> Authorize This Computer." When I do that it says this computer is already Authorized? I keep going around in circles and now have 31 apps that need updating. 😢
Kate
The computer can be authorized for iTunes content to be downloaded, but if they were bought with a different iTunes account they will not transfer. Have you ever used a different account to purchase apps?
No I have always had the same e-mail address with iTunes. This is the same e-mail I have had for 13 years. I recently got an e-mail saying I purchased from iTunes for a large amount but it was not my credit card the purchas was charged to?My e-amil address was the only thing right on the e-mail I received. I tried to get in touch with iTunes but could not find a way to talk to a live person or a e-mail address to report this. Do you think this could be the problem? If so how can I fix it?
Kate
At this Point I don't know what could be causing this issue but that email sort of makes me wonder. Here is a website for iTunes Support Contact.
http://www.apple.com/support/itunes/contact/
There are various ways you can get in touch with iTunes on this site so it's worth a shot since nothing else seems to be working. Sometimes you will get this type of message from iTunes if your billing information is incorrect, if the wrong credit card security code is on file, if you let the credit card expire, change credit cards etc....
As s bizarre as this sounds can you try downloading an app on the computer and then try to sync the app to the iPad and see what happens - any free app just to try it. Try it on the iPad as well if you can.
Check your iPad store settings as well -Settings>Store>Apple ID - tap the iD - tap view account and make sure the information is correct.
I'm pretty much out of ideas. Hopefully contacting iTunes will help.
I have tried everything you suggested and have it partially working. Thanks for all your advice. I can download new apps but can not download my previously purchased apps. I guess I'll get this all worked out one day.
Thanks Again,
Kate
Contact iTunes/Apple. There must be some conflict or some other issue as to why you can't download the previously purchased apps...
The credit issue that you mentioned could be the cause. Don't give up!!!
BTW - I assume that you did try using the purchased tab in the iTunes App on the iPad as well in order to download the apps - correct?
